DeWitt County Sheriff's Report For 9-9-10 09/09/2010 The DeWitt County Sheriff's Department reports...
Investigation into the scene of an accident, which occurred at approximately 5:30 a.m., revealed that a vehicle driven by Carmen Cazarez, 53, Weldon was traveling westbound on CH15. Cazarez lost control on the gravel. Cazarez’s vehicle began to slide sideways across the roadway. Cazarez’s vehicle went off the road to the south, where it struck a small embankment and began to roll. Cazarez’s vehicle came to rest on its tires facing southeast. Weldon Fire and Clinton Ambulance were on scene. Cazarez was transported to Carle Hospital in Champaign. The vehicle was towed from the scene. Jarrod Stillwell, 30, Champaign was issued a citation for speeding (74 mph in a 55 mph zone). Stillwell posted his Illinois drivers license as bond and was released.
Cartenous Turner, 26, Normal was issued a citation for speeding (83 mph in a 45 mph zone). Turner was given a notice to appear and was released.
Aaron Fields, 34, Clinton was issued a citation for illegal transportation alcohol. Fields was given a notice to appear and was released.
Brianna Keller, 20, Heyworth was arrested and charged with illegal consumption of alcohol by minor. After booking procedures were completed, Keller posted the necessary bond and was released.
Edgar Odle, 48, Clinton was arrested and charged with driving under the influence of alcohol. Odle was also issued citations for driving under the influence of alcohol, improper lane usage, and no front plate. After booking procedures were completed, Odle posted the necessary bond and was released.
Rory Priddis, 61, Decatur was arrested on two Wabash County warrants and one Tazewell County warrant. After booking procedures were completed, Priddis posted the necessary bond and was released.
Jacob Smith, 25, Kenney was arrested on two DeWitt County warrants. Smith was also charged with possession of drug paraphernalia and possession of cannabis. Smith was also issued a citation for illegal transportation of alcohol.
Being unable to post the necessary bond, Smith remains lodged in the DeWitt County jail pending a court appearance.
Kandi Dressel, 30, Lincoln was arrested and charged with driving under the influence of alcohol. Dressel was also issued citations for driving under the influence of alcohol, driving under the influence of alcohol with a b.a.c. over .08, disobey stop sign, illegal transportation of alcohol, and squealing/screeching of tires. After booking procedures were completed, Dressel posted the necessary bond and was released.
Matthew Whitfield, 28, Normal was arrested on a Peoria County warrant and a Tazewell County warrant. Being unable to post the necessary bond, Whitfield remains lodged in the DeWitt County jail pending a court appearance.

On 08/26/10 at 11:20pm, Clinton Police arrested Billy J. Cole, 31, Rolling Meadows, IL for Driving while drivers license was revoked, speeding over 40 miles per hour over the posted limit and a warrant out of Mississippi. A passenger, indentified as Brieanna Cowick, 22, of Decatur, IL, was arrested for possession of a controlled substance. Both were transported to DeWitt County Jail.
On 08/28/10 at 12:47am, Clinton Police arrested William S. Danison, 25, of Weldon IL for violating an order of protection. He was transported to DeWitt County Jail.
On 08/28/10 at 4:58pm, Clinton Police conducted a traffic stop and arrested Danyell R. Knave 19, of Clinton for possession of drug paraphernalia and Michael D. Flemming, 56, of Clinton for resisting or obstructing a peace officer and illegal transportation of alcohol. Both were transported to DeWitt County Jail.

Accidents
On 08/29/10 at 12:06am, Clinton police investigated a hit & run accident at the intersection of Jackson St and W. Washington St. A vehicle being driven by Barbara A. McPeek, 53, of Hallsville was struck by a vehicle, which fled the scene. The vehicle was located and the driver, identified as Shalee M. Bayne, 18, of Taylorville was arrested on the following charges; driving under the influence of alcohol and or drugs, leaving the scene of an automobile accident, failure to report an accident to police authority, no valid driver’s license, and disobeyed stop sign. Barbara McPeek was arrested for driving while license was suspended. Shawn B. Harshani, 37, of Maroa, IL was arrested during this investigation for obstructing a peace officer and Dawn M. Bayne, 37, of Taylorville, Il was arrested for obstructing a peace officer, possession of cannabis 2.5 – 10 grams and possession of drug paraphernalia. All were transported to DeWitt County Jail.
On 08/29/10 at 2:57pm, Clinton Police investigated an accident on W. White Street involving two vehicles. A vehicle being driven by Kristy L. Moore, 26, of Clinton turned west onto White street from Grant and then attempted to turn left into Dr. John Warner Hospital parking lot, striking a vehicle being driven by Linda D. Buchanan,55 of Clinton. Moore was given a citation for failure to yield - turning left.

Investigation into the scene of an accident, which occurred at approximately 6:24 p.m. on August 26, 2010, revealed that a vehicle driven by Edwin Burton, II, 46, Weldon was traveling eastbound on High Street approaching the intersection with Lynn Street in Weldon. Burton, who was riding a dirt bike, lost control of the vehicle when the rear tire slid out from under him. As Burton slid on the roadway, struck a parked vehicle, and came to rest near the front drivers side tire. Burton was wearing protective eyewear, but was not wearing a helmet, gloves, or any other protective gear. Burton suffered cuts and scrapes all over his body. Clinton EMS transported Burton to the helipad to be airlifted to Carle Clinic in Champaign. Burton was issued citations for failure to reduce speed/accident, unlawful operation of ATV on roadway, no valid registration, operating uninsured vehicle, reckless operation of ATV, driving without lighted lamp, no red taillights, no rear registration light, no signal lamp or signal device, operation of vehicle without mirrors, no working horn, and reckless driving.
Investigation into the scene of an accident, which occurred at approximately 7:26 a.m. on August 28, 2010, revealed that an unknown driver with a flatbed trailer was stopped at the traffic light awaiting to turn north on US RT 51 when a vehicle driven by Tammy Halford, 43, Maroa approached and stopped behind the semi. As the semi began to merge onto RT 51, Halford ran into the rear end of the flatbed trailer. It is believed that the driver of the semi, unaware of the accident, left the scene northbound on RT 51. Halford’s vehicle sustained front-end damage and lost all of its coolant. The vehicle was towed from the scene. No injuries were reported and no citations were issued.
Michael Hulen, 51, Heyworth was arrested and charged with driving under the influence of alcohol. Hulen was also issued citations for driving under the influence of alcohol, driving under the influence of alcohol with a b.a.c. over .08. After booking procedures were completed, Hulen posted the necessary bond and was released.

Investigation into the scene of an accident, which occurred at approximately 8:33 p.m. on August 20, 2010, revealed that a vehicle driven by Mick Lowe-Prudhomme, 17, was traveling Eastbound on IL RT 54 just East of Parnell when Lowe-Prudhomme’s vehicle left the roadway, hitting a farm entrance, causing the vehicle to overturn and roll at least one time, coming to rest on all four wheels. There was total damage to all areas of the vehicle. Lowe-Prudhomme complained of some pain and was transported to Dr. John Warner Hospital. Lowe-Prudhomme was wearing his seatbelt, no airbags deployed, and no citations were issued. The vehicle was towed from the scene.
Investigation into the scene of an accident, which occurred at approximately 2:50 p.m. on August 13, 2010, revealed that a vehicle driven by Vallie Whipple, 25, Dix was traveling Eastbound on IL 54 one mile West of Kenney when both front wheels and hubs fell off. The vehicle skidded on the axle approximately 25 yards, leaving two gouges in the pavement. Whipple stated that he had just replaced the bearings on the front wheels and was out test-driving it. The accident caused damage to both front fenders and the bumper. Undercarriage damage was unknown at the time of the accident. No injuries were reported. DeWitt County Sheriff's Report For 8-13-10 08/13/2010 The DeWitt County Sheriff's Department reports...
Investigation into the scene of an accident, which occurred at approximately 8:25 a.m., revealed that a vehicle driven by Polly Daugherty, 51, Clinton was traveling Southbound on Power Road approaching the railroad tracks ahead of the intersection with IL RT 54. Daugherty did not see train equipment approaching and did not believe the railroad lights were flashing. The driver of the train, Thomas Hanks, 57, Iuka sounded the horn, but was unable to stop as Daugherty entered the intersection with the tracks. The train struck Daugherty causing extensive damage to the vehicle. The train equipment sustained minor damage. Daugherty complained of some pain and was transported to seek medical care by her husband.
Investigation into the scene of an accident, which occurred at approximately 11:52 a.m., revealed that a vehicle driven by Suzanne Smith, 19, Cedar Rapids, IA was Eastbound on IL 10, stopped at a stoplight preparing to turn right onto US 51. A vehicle driven by Scott Wakeman, 38, Chestnut was approaching behind Smith also preparing to turn onto RT 51. The light turned green and Wakeman looked to the left to make sure the intersection was clear for him to proceed. While looking left Wakeman proceeded forward and struck the rear of Smith’s vehicle. Smith stated that the light had turned green but she had not proceeded yet. The crash caused damage to the rear bumper and trunk of Smith’s vehicle. No noticeable damage was done to Wakeman’s vehicle. No injuries were claimed and both vehicle were driven from the scene.

Investigation into the scene of an accident, which occurred at approximately 6:45 p.m. on August 8, 2010, revealed that a vehicle driven by Aimee McGuire, 42, Champaign was traveling Eastbound on Ospur Road at Sunnyland Road when McGuire negotiated a curve to the South but failed to negotiate the curve turning back East skidding off the pavement to the South, colliding with the bottom of the ditch and into a utility pole. The vehicle sustained damage to the front and left side. McGuire was wearing her seatbelt and the airbags did not deploy. McGuire indicated injury to her neck from the collision. Weldon Fire and Clinton Ambulance treated McGuire at the scene. Clinton Ambulance transported McGuire to Carle Hospital in Urbana for further treatment. The vehicle was towed from the scene.

Investigation into the scene of an accident, which occurred at approximately 1:15 p.m. on July 30, 2010, revealed that a vehicle driven by Claude Armour, 81, Wapella was at the intersection of Hickory Street at US HWY 51 in Wapella, preparing for a left-hand turn on to US HWY 51. Richard Bell, 51, Heyworth was Southbound on US HWY 51. Bell stated that he entered the turn lane to turn West onto Hickory Street. As Bell conducted the turn, he noticed Armour entering the highway. Bell tried to speed up to avoid being hit, but Armour struck Bell’s rear drivers side, causing damage to the rear fender and bumper. Armour stated that he was looking South for traffic and did not notice Bell trying to turn in front of him. The crash caused damage to the front drivers side and hood of Armour’s vehicle. Wapella Fire was on the scene. No injuries were reported and both vehicles were driven from the scene. Armour was issued a citation for failure to yield at a stop intersection.

The DeWitt County Sheriff's Department reports 58-year old Michael Jones, of Dalton City, was southbound in an Ameren Power service truck when he noticed a tool fall from another Ameren truck in front of him. Jones stated he pulled off into the right turn lane where the tool fell to retrieve it. Deputies indicate that at this same time, a vehicle driven by 17-year old Christopher Buchanan, of Clinton, pulled up behind Jones in the right turn lane. Jones proceeded to back up to where the tool fell, but did not see Buchanan’s vehicle. The two collided, and Buchanan and his passenger George Buchanan, 54, Clinton were transported to Dr. John Warner Hospital to be evaluated for injuries. Clinton Ambulance and Fire were at the scene. No citations were issued.

Investigation into the scene of an accident, which occurred at approximately 9:44 p.m. on Sunday, June 13, 2010, revealed that a vehicle driven by Robert Followell, 45, DeWitt was traveling Eastbound on CH10 just East of CH16 when a deer entered the roadway from the South. Followell struck the deer with the front of his motorcycle leaving damage on the front right side. Followell continued traveling East after the collision until the motorcycle stopped and fell on its right side East of the intersection of CH10 and CH21. Followell was not wearing a helmet at the time of the collision and indicated injury to his right leg. Wapella Fire and Clinton Ambulance Service treated Followell at the scene. Followell was transported to Carle Hospital in Urbana for further treatment. The motorcycle was towed from the scene. Followell was issued citations for violation of classification-second division vehicle, motorcycle or motor-driven cycle, and for operating uninsured motor vehicle.

Investigation into the scene of an accident, which occurred at approximately 12:34 p.m., revealed that a vehicle driven by Rylie Van Valey, 18, Clinton was traveling Westbound on White Oak Road. Van Valey was in the process of turning into a curve covered in pea gravel when Van Valey skidded off the roadway to avoid hitting a deer. Van Valey hit a mailbox located in the West side of the roadway at 7095 White Oak Road. As a result of the impact the vehicle sustained minor damage to the front end and was driven from the scene. No injuries were reported and no citations were issued.
Investigation into the scene of an accident, which occurred at approximately 7:30 p.m. on Saturday, June 5, 2010, revealed that a vehicle driven by Franklin Senters, 36, Clinton was backing out of his driveway at 8593 Antelope Drive, when Senters failed to yield to the right of way of a vehicle driven by Julie Sessions, 35, Clinton. Senters collided with Sessions in the road causing damage to the rear passenger side of his vehicle and damaging the rear driver’s side quarter panel of Sessions vehicle. Both vehicles were driven from the scene. No injuries were reported and no citations were issued.

Investigation into the scene of an accident, which occurred at approximately 9:50 a.m. on Monday May 31, 2010, revealed that a vehicle driven by Lynn Lovins was traveling Eastbound on Northfork Road, on the West side of Clinton Lake. Lovins left the roadway on the South side drove over the end of a guardrail, causing the vehicle to turn onto its passenger side, sliding down the embankment. Lovins vehicle then struck a tree, spun around, struck another tree, and landed in the lake. Lovins vehicle began sinking. Lovins exited through the moon roof. Lovins was helped to shore by a nearby motorist. Lovins had small abrasions and was transported to John Warner Hospital via Clinton Ambulance. Lovins was later released. Clinton Fire was also on the scene. Decatur Pro Divers were on the scene to assist with extracting the vehicle from the lake. The vehicle was towed from the scene.

Investigation into the scene of an accident, which occurred at approximately 5:56 p.m. on Friday, May 21, 2010, revealed that a vehicle driven by Elizabeth Haugh, 22, Clinton was traveling Westbound on RT 54. Haugh stated that she used her right turn signal to indicate a turn North onto Paintball Road. Douglas Pierce, 54, Springfield, was traveling Westbound on RT 54 behind Haugh. Pierce entered the Eastbound lane to pass Haugh. Haugh said she canceled the right turn signal and turned on the left to signal a turn South onto Stage Coach Road. Haugh turned into Pierce causing damage to the front drivers side of her vehicle. Pierce’s vehicle sustained damage to the passenger side of the trailer behind the front tires and had a step taken off the passenger side as a result of the collision. No injuries were reported and no airbags deployed. Haugh was issued a citation for improper use of turn signal. Pierce was issued a citation for improper passing – crest curve, intersection, railroad crossing. Both vehicles were driven from the scene.
Investigation into the scene of an accident, which occurred at approximately 11:32 a.m. on Friday, May 21, 2010, revealed that a vehicle driven by Marc Lopez, 39, Shorewood was traveling Northbound on RT 51 when he stated that he was crowded off the roadway by an unknown vehicle. Lopez left the roadway to the right at the intersection of RT 51 and Elm Street in Wapella. Lopez struck a guide wire to a utility pole, snapping the wire. Lopez continued off the roadway striking a dumpster, pushing the dumpster into and over a four foot chain link fence causing damage to both. Lopez’s vehicle sustained extensive damage to the front end and both front airbags deployed. Lopez returned to the roadway coming to rest on the East shoulder facing North. No injuries were reported and no citations were issued.

Investigation into the scene of an accident, which occurred at approximately 7:38 p.m. on May 15, 2010, revealed that a vehicle driven by Paul Nixon, 36, Kenney was traveling Eastbound on IL RT 54, just West of Seven Hills Road, when his vehicle veered off the road, drove through the ditch, and struck a tree head on. Nixon was wearing his seatbelt and both the driver and passenger side airbags deployed. Nixon was injured and transported to Decatur Memorial Hospital by Clinton Ambulance. The vehicle received severe front-end damage as well as damage to both the drivers side and passenger side. The vehicle was towed from the scene. Nixon was charged with driving under the influence of drugs. Nixon was also issued citations for driving under the influence of drugs and improper lane usage.
