Phillip Dyer, 44, Clinton, was arrested and charged with Disorderly Conduct. Dyer being unable to post the necessary bond remains lodged in the DeWitt County Jail.

ALL SUSPECTS ARE PRESUMED INNOCENT UNTIL FOUND GUILTY IN A COURT OF LAW.
